In this article, we will dig some of the histories of marijuana seeds in British Columbia, and learn and understand more about the marijuana laws in Columbia and a lot more.
Digging the History of Marijuana in Columbia Alberta
3,000 BC–1,500 AD
Cannabis is the correct name for a plant that supplies marijuana. The word marijuana was originated from Mexican Spanish, however, the possible explanation for its name isn’t really clear. The marijuana plant has been used industrially and therapeutically, thousands and hundreds of years even before the illegal drug industry in the United State. For far more than 3,000 years, it has been known that marijuana fibers were durable and strong, and offered great raw materials for rope and cord. Cannabis was used medically in ancient Egypt and China for gout discomfort, rheumatism, and other health issues. Ancient Greeks have also used marijuana for alleviating inflammation. The cannabis plant was linked to hemp when marijuana plants are being used as fiber for clothing and ropes. Hemp fibers were also used by the Chinese for ropes and fabric from much further back in 1000 BC. And also fishing nets have all been made of hemp, too. And the oldest piece of paper in the world goes all the way back around 500 BC and it was made of hemp fibre. Increasing the significance of hemp, cotton was not used in China until around 900 AD.
There has been proof that the ancient Chinese did know about the effects of the cannabis plant, whereas the addictive ingredients of marijuana are quite low if the plant is planted in the best way to produce rope or clothing. More than 100 AD, a clinical reference book mentioned that even if the seeds would be taken, they would still produce hallucinations. Eventually, the seeds have been blended with wine to create general anesthesia that can be used during surgery. The Vikings and Romans were starting to use hemp fibres for ropes. Both cultures heavily relied on sailing ships for colonialism, discovery, and exchange. They also continued to live or die on the ropes to secure their shops. And if the ropes broker during a storm, the ship might be lost. A lot of the hemp is being used by the Romans was cultured in Sicily. And the Arabs delivered the hemp seeds to Sicily after using the plant for rope, clothing, and medicine for hundreds of years.
For centuries, the use of hemp fabrics and ropes continued in Italy specifically around Venice. The beautiful fabrics made of hemps in where Venice was known for, and they were closed as gorgeous as those made of silk and also they’re long-lasting. Highly regulated and competitive is what the Venetian hemp industry is. There are various regions in Venice that manufactured hemp fibers of different grades so that the fibers were meticulously classified regarding their origins. Also, hemp ropes contributed to the supremacy of commercial vessels transporting Venetian goods and services to other places around the world. The use of hemp also moved to England, slowly, which became a significant sea power about 1500 AD. King Henry VIII has increased the number of the ships in the English Navy and purchased more hemp or cannabis to be planted to supply the ropes for those ships. For numerous reasons, English farmers were unable to increase the production of hemp, so the country started to import the fibre from Russia. England has put much of an effort to keep their supplies of hemp as their colonization and trade activities in the 17th and 18th Centuries needed the maintenance and construction of hundreds of their ships.
Marijuana started attracting the attention of the legislative in the early 20th century. Laws and taxes also started to be implemented against the cultivation of industrial marijuana or marijuana use as ingredients on medications or intoxicants. The Pure Food and Drug Act of 1906 was one of the first laws that needed the contents of patent medicines to be shown. So the introduction of alcohol, cocaine, heroin, morphine, or cannabis must be listed on the label, together with the number of the drug. It wasn’t illegal to sell these medications and only the ingredients must be shown is what the law required because many of these concoctions have previously maintained their contents as a secret.
By the year 1914, widespread opium addiction was the major problem in the United States, with around one in every 400 people being addicted to it. Many women had become addicted to opium after receiving opium as emotional or menstrual medication. And just after the Civil War, many men had also become addicted to some other opioid, morphine as it was the painkiller obtainable to those that have been wounded during the war. And in December of 1914, the Harrison Narcotics Act was imposed to control and taxes on the spread of cocaine or opiates. It was one of the early barriers to drug trafficking in the United States and it was soon followed by a ban on the sale and production of alcohol, and in 1993 the ban was repealed. Numerous attempts to establish federal bans on cannabis used followed it but eventually failed.
Each state started passing its own laws against the consumption and sale of marijuana, one by one:
- 1915 – Utah, California, Wyoming
- 1919 – Texas
- 1923 – Nevada, Iowa, Oregon, Arkansas, Washington
- 1927 – Nebraska
Northern states such as Vermont, New York, Massachusetts, and Maine had considered marijuana as narcotic together with morphine, opium, heroin, and codeine and already had outlawed its use without any prescription of a doctor. Regardless of these bands, cannabis even became more popular and is used all around the Southwestern of the US, New York area, New Orleans. The main users for each area were also the ethnic groups that relocated to those areas in search of a better life or a good time; jazz musicians in New Orleans, Mexican workers, and African-Americans who have left the South to seek jobs in the large city. The organization of cannabis use on the ethnic groups exacerbated the antagonism between lawmakers who’ve been largely wealthy and Caucasian.
Swing and jazz musicians had published several music that featuring cannabis like Benny Goodman’s “Sweet Marihuana Brown” and “That Funny Reefer Man” of Cab Calloway in the early 1930s. And that year, Harry Anslinger co-founded the Federal Bureau of the Narcotics as a director. Anslinger made a commitment to ban the use of marijuana by trying to spread stories of killing and widespread insanity among all those who have used the drug. And by 1937, the Cannabis Tax Act, which outlawed its use of marijuana, had been passed except if proper taxes had been paid. The law suppressed the consumption of hemp for rope or cloth. That being said, hemp was required for parachutes, ropes, and some other military supplies during the Second World War. American farmworkers have been offered opportunities to grow hemp again for the entire war. The two laws were introduced that helped bring America through its current philosophy of banning addictive drugs and prosecuting drug users, in between the years of 1952 and 1956. The first one was the Boggs Act, and the second was the Narcotics Control Act 1956. The first possession of cannabis could also be sentenced to two to 10 years in prison. There might be possibly the best intentions behind all these laws, but they also have failed to prevent the production of cannabis use which was just around the corner.
Second Half of the 20th Century
As the appetite of America for marijuana continued to increase, stakes increased, drug cartels supported their turf extra strongly, and law enforcement expenditures boosted to try to keep track of the unlawful shipments. The Colombians who moved the biggest share of cannabis to the United States also brought heroin and cocaine. Cargoes were getting bigger as were seizures. Half a million pounds of cannabis were seized in the United States in 1990. And by 2006, this amount had risen to 2.5 million pounds. The marijuana potency averaged between 3% to 4.5% throughout the 1990s and then started to rise rapidly over the next decade. And by 2008, the total average of THC content would have been 8.8%. Sinsemilla averaged between 11% to 13%, while commercial cannabis averaged between 5% to 6%. The highest results of the test for marijuana samples was 37% THC in 2008.
Medical cannabis Starts to be authorized by State
In 1996, California had become the first state to authorize marijuana for medical purposes, despite government bans on the use of cannabis. Initial authorization was limited to the treatment of HIV/AIDS, muscular spasticity, cancer, migraines, and a few other illnesses. As some other states helped to break down legislation to authorize marijuana for medical purposes, former presidents Ford, Bush, and Carter issued statements imploring voters to disregard these reforms because they have overridden the conventional channels for the authorization of drugs by the Food and Drug Administration. Therefore, marijuana as a medicine would skip tests which would validate its safety and effectiveness. However, in November 1998, Washington, Oregon, and Alaska introduced legislation to legalize medical marijuana. Hawaii and Maine soon followed, with several states that have passed the same legislation in the next few years. In spite of state legislation allowing marijuana for medical purposes, the federal government agencies and states would also have gone a long way toward this issue over the next decade. In the meantime, drug trafficking groups persisted to transport huge amounts of drugs to the United States. A few years into the new millennium, these were approximated that around 30 million pounds of cannabis were smuggled in the United States every year. The efforts have resumed legalizing marijuana for medical use, state by state. Connecticut had become the 17th country to legalize marijuana for medical purposes.
Teens and Marijuana Use
An overwhelming amount of adolescents have begun to use drugs, while federal and state governments have discussed the pros and cons or risks of medical cannabis. The use of high schools has increased to 49% by 2001 and shifted between 42% to 45% in 2011, from a low of 33% in 1992. Among the most important details on teenagers and cannabis use would be to quantify how very much risk teenagers feel is correlated with the frequent use of cannabis. And in 1991, 82% of the 10th graders started to feel that it was a dangerous endeavor. This number decreased steadily until it reached 55% in 2011. Reducing risk perception is usually accompanied by increases in usage data. The National Drug Use and Health Survey had shown that 3.3 million young people (aged 12-17) used cannabis on a recreational basis, in 2009. Over 800,000 exhibited qualities of addiction or dependence. Not unexpectedly, 80% to 90% of American high school seniors said that the drug was quite easy” or “pretty easy” to get.
Effects of Marijuana Abuse
In 1999, this drug was the reason for 13% of treatment admission, regardless of the persistent altercation that cannabis isn’t addictive. And by 2009, this number had risen up to 18%. This shows that the number of the population for whom cannabis was the main or the only drug they are using.
Below are some of the facts about the addiction tmedication needs of young people of America in 2009:
- The peak age at admission to addiction medication for cannabis was 15 to 17 years old, for both females and males.
- 40% of cannabis addiction treatment admissions were under the age of 20.
- 70% of all of the admissions for children aged 12-14 were for cannabis.
- 72% of all the admissions for children aged 15-17 years were for cannabis.
Evaluation by the National Highway Safety Board discovered that the use of marijuana had an impact on the ability of the driver to focus on driving, react, and think quickly to changing driving conditions. One study revealed that an individual that used cannabis within 3 hours of driving doubled the danger of a road accident. A 2012 study published by Duke University and King’s College in London found that all those below the age of 20 who misused cannabis at least 4 days a week had lost an average of eight IQ points, and therefore these IQ points had not been recovered if they halted using the drug. When people withdrew from marijuana smoking until they turned 20, they also weren’t equally affected. It is important to understand the impact on oneself as well as the larger factors that influence that encircle the drug when thinking of utilizing any drug-ingestion, illicit drug, or prescription. You have to be applauded for figuring out a little more about cannabis for your own sake and also for helping your acquaintances.
Marijuana in British Columbia Today
The issue of marijuana decriminalization in the United States has a lot of supporters on both sides. One would like to legalize the drugs, and advocates of decriminalization of cannabis will also gain from this kind of move, as when the drug will be more widely available as well as marketable to the public. And on the other side, there are many people that still consider the drug to be dangerous to persons and the society in general. The distribution and legalization of marijuana today is still hotly argued and always has been for over a decade now.
The Path of British Columbia to Legalization of Marijuana
By June 2018, Justin Trudeau, Prime Minister of Canada is hoping to legalize marijuana all around the country. There are many provinces in the country that practice and experience their very own marijuana laws, although Canada is still waiting on the legislation to pass, however, they can remain and continue doing so if the law passes. As it has a history with the drug that dates way back to 1907, British Columbia is one of the provinces that had already introduced marijuana law. And during this time, the Asiatic Exclusion League has led a rally in Vancouver’s Chinatown, wherein it totally helped form the Opium Act and Narcotic Drug Act of 1923, this is when the use of marijuana was banned. This specific law didn’t stop the province of British Columbia from using and producing marijuana, because in 2004, 90% of cannabis was cultivated in British Columbia. The province of British Columbia was also known for having cannabis stores, which might be why the province became synonymous with the high-grade quality cannabis grown all around Canada. But British Columbia is like any other province, so it was too much to wait for Canada to legalize cannabis. Now, since the day of October 17, 2019, the federal marijuana regulations legally allowed the commercial sale and production of marijuana extracts, topicals, and edibles. But there are still restrictions to follow, like a licensed producer should provide the federal government with a 60 days notice before making a new marijuana product to sell. Starting at the end of December 2019, consumers of marijuana can anticipate that new kinds of products will slowly appear in legal stores.
Breakdown of the Marijuana Laws in British Columbia
Possession of marijuana is now legally allowed in British Columbia within limits. Because there’s still restrictions around on how much you are allowed, how you can buy it, and where you can use it. In British Columbia, accountability for non-medical marijuana is shared among several parts of the government like:
Is it legal to own cannabis in small amounts?
The new cannabis laws come into effect in British Columbia in 2018. You can carry around 30 grams of marijuana in public places if you are 19 years or older. You can have around 1,000 grams or 4 marijuana plants worth inside your home or privately. This optimum amount is only applied to dried marijuana. The limitations only differ to other forms like marijuana oil or fresh marijuana, they are also distinct from medical cannabis.
Using marijuana in public places
If you’re the right age, it is legally allowed to smoke or vape marijuana in places where smoking tobacco is allowed.
Under the British Columbia law, using marijuana is not allowed and is illegal in the following public areas:
- Sports fields, playgrounds, public swimming pools, skate parks, or any kind of deck, maybe viewing or seating areas in these public places.
- Workplaces, public buildings, or common areas of condos or apartments or within 6 meters of their doors, air inlets, or windows.
- Bus stops, ferry docks, train stations, and other transit hubs within 6 meters.
- Provincial, regional, and municipal parks excluding in designated places.
- Public patios of bars and restaurants in British Columbia that have a smoking area of tobacco, but still, you cannot smoke or vape marijuana there.
Using cannabis in a vehicle
No one is allowed to use marijuana in a vehicle under British Columbia law. Not even the passengers. Except if you are parked in a legal camping area. British Columbia has made changes to the Motor Vehicle Act to give the authorities even more tools to control to address and prevent drug-related driving. The new drivers in the Province that have a Graduated Licensing Program have zero-tolerance constraints on the presence of any drugs like cocaine, morphine, or THC in their bodies. And on July 15, 2019, the ADP or Administrative Driving Prohibition was extended to include drug-related driving.
Purchasing Marijuana in British Columbia
Marijuana can be legally sold at any British government’s online stores and any licensed retailers. These places are well-known to display their licenses. All legal marijuana including non-medical has an excise stamps, and if you don’t see any British Columbian stamps on a package, this is more likely to be illegal.
The Marijuana Distribution Act establishes:
- Public wholesale distribution monopoly
- Public or government-run retail sale, both online and in stores
The wholesale distributor of non-medical marijuana in British Columbia and also run the British Columbia Marijuana Stores in the Liquor Distribution Branch.
Having More the Legal Limit
It is illegal to have more than 30 grams of dried marijuana in public, under the British Columbia law. You can only have 150 grams for a 30-day supply for medical marijuana purposes. Breaking this specific law is not a criminal offense, it is like breaking the Liquor Control and Licensing Act instead. The authorities can give you a ticket that can give you a fine and a possible time in jail, however, you won’t have a criminal record as long as you pay for the fine. The fine could be around $5,000 for the first offense, the jail time is up to 3 months. You can be charged under the Controlled Drugs and Substance Act if you are found with over 50 grams. It can result in a criminal record as it is a criminal offense.
Being Charged with Possession over the legal limit
You must decide how to plead in facing a marijuana possession charge. To plead guilty means that you take accountability for the offense. To plead not guilty means that the court would set up a trial. The prosecutor also is known as Crown counsel, must prove 3 things outside of possible suspicion: control, consent, and knowledge. The prosecutor or the Crown counsel is going to argue that:
- You have had control of the cannabis, for instance, the authorities found it on your or in your property, and you knew it was there
- You consented to have it
The judge will convict you if the prosecutor proves all these accusations. The prosecutor would call witnesses to make their case. They would tell the court or testify what they know. You can cross-examine or question any of them. You get to give your side to the story after that. There are a few ways to do this. You may be able to testify or give proof yourself. You wouldn’t have to do that. And when you do, you make a promise to speak the truth. And if you have any witness testimony who has seen what happened and therefore can support your version, you can contact them to testify. They can be cross-examined by the prosecutor. The prosecutor and yourself will then sum up your stances by making submissions to court.
Liquor and Marijuana Regulation Branch
The responsible for licensing the non-medical marijuana private stores and also monitors that non-medical marijuana retail sectors are the LCRB or the Liquor and Cannabis Regulations Branch.
The Law on Cannabis Control and Licensing (CCLA)
The Cannabis Control and Licensing Act is directed by the province’s objectives of protecting the youth and children, promoting safety and health, keeping the criminal element out of marijuana, and also maintaining British Columbia safe roads and promoting economic development.
- Sets 19 as the provincial age limit for selling and buying marijuana
- Allows the adults to possess around 30 grams of marijuana in public places
- Limits vaping or smoking marijuana everywhere, vaping and smoking tobacco are also prohibited, in playgrounds, skate parks, sports fields, and any kind of places where children are usually gathered

Health Canada says the recognition includes 9 lots of Pure Farma and Pura Vida oils from Voyage Weed Corp. They have been purchased via provincial level authorized dealers in British Columbia, says the health agency.
The major issue with the guidelines is on the product package, describes Health Canada, which says “intentional use: inhalation.” But, it must say “intended use: ingestion,” as that is what the instant container of the product illustrates.
Health Canada asserts it has received no packaging concerns, however, the company did receive 3.
“Neither Voyage Cannabis Corp. or Health Canada did receive a certain adverse reaction update for the returned marijuana product lots,” says the recall notice.
The 9 products affected by the recall are the following:
- Nightfall Indica Honey Weed Oil Drops; Lot VAB015 wrapped on Oct. 14, 2020, and Lot VAB011 wrapped on Aug. 21, 2020. – PuraVida
